IS 4 Smart Participation - Advanced Citizen Participation

The prototype of the extended citizen participation was developed based on existing urban participation platforms and extended by several functionalities. In urban participation, citizens are informed about the planned project with the help of provided information, and the objective of the participation is described. The prototype of the advanced citizen participation includes a description of a fictitious urban project, an interactive map that provides further information and can be read out, and a criteria-based feedback system. This is enabled by an AI model, which enables automated analysis and quantification of citizen contributions. Participants can thus receive feedback and examine whether the desired topics have been covered. The AI system only quantifies whether desired subjects have been covered, not the participant's position on them. In addition, the criteria can be weighted using priorities to express relevance, providing further information for evaluation and developing a project vision. You can try out the extended citizen participation prototype using a fictitious urban project and we appreciate feedback that we can consider for future prototypes.

Description of the urban project


You are a citizen of the city of Hamburg, which is planning a large (fictitious) construction project and has initiated digital participation. This is conducted with the help of an urban participation platform to enable as many citizens as possible to participate independently of time and place constraints. The participation aims to collect ideas for a vacant site to enable a citizen-oriented use and vision of this area. To participate, please imagine yourself in the situation of a citizen of the city of Hamburg. You live approximately one kilometer from the site of the planned construction project away and want to make your contribution to the design of the area by participating digitally. Please take up to 15 minutes to document your contribution. The following paragraph describes the planned construction project.

The city of Hamburg will demolish and rebuild Dammtor Station and adjacent mainline and commuter rail tracks due to the high need for refurbishment. It is planned that most of the new construction will take place underground to reduce the required space for the station. The freed-up space arises between the old botanical gardens and the Moorweide and can be used for different purposes in the future. The city of Hamburg has not specified the use of the area and hopes that digital participation will provide requirements and ideas for future use. As a first step, all citizens of the city can now contribute their opinions, requirements, and ideas, which will then be used to develop various project visions. These are then published for voting so that all citizens can vote on them and the project vision with the highest approval will be implemented.
