IS 4 Smart Participation - Interactive Citizen Participation

The prototype of interactive citizen participation was developed and adapted from existing urban participation platforms. In urban participation, citizens are informed about the planned project with the help of provided information and the goal of participation is described. The prototype of interactive citizen participation includes the description of a fictitious urban project and a criteria-based feedback system. This is enabled by an AI model, whereby citizen contributions are analyzed and quantified in an automated way. Participants can thus request feedback and check whether the desired subjects are addressed. The AI system only quantifies whether the desired topics were covered, not the participant's opinion on them. You can try out the interactive citizen participation prototype using a fictitious urban project, and we welcome feedback that we can consider in the development of future prototypes.

Scenario of the urban Participation


Description of the urban project

You are a citizen of the city of Hamburg, which is planning a large (fictitious) construction project and has initiated digital participation. This is conducted with the help of an urban participation platform to enable as many citizens as possible to participate independently of time and place constraints. The participation aims to collect ideas for a vacant site to enable a citizen-oriented use and vision of this area. To participate, please imagine yourself in the situation of a citizen of the city of Hamburg. You live approximately one kilometer from the site of the planned construction project away and want to make your contribution to the design of the area by participating digitally. Please take up to 15 minutes to document your contribution. The following paragraph describes the planned construction project.

The city of Hamburg will demolish and rebuild Dammtor Station and adjacent mainline and commuter rail tracks due to the high need for refurbishment. It is planned that most of the new construction will take place underground to reduce the required space for the station. The freed-up space arises between the old botanical gardens and the Moorweide and can be used for different purposes in the future. The city of Hamburg has not specified the use of the area and hopes that digital participation will provide requirements and ideas for future use. As a first step, all citizens of the city can now contribute their opinions, requirements, and ideas, which will then be used to develop various project visions. These are then published for voting so that all citizens can vote on them and the project vision with the highest approval will be implemented.
